Yeah, it is.  It's broken deliberately for anybody who accesses it 
outside of a few countries, AU, NZ and a few others I forget.  You'd be 
amazed by how much that reduces our workload in handling spam.  For 
complicated reasons if we didn't have it, the list would be dead.

But the good news if you access it from an Australian IP Address, you'll 
be good.
