[H-ADMIN] Paying for hosting via PayPal

It has just dawned on me that DigitalOcean accepts PayPal payments and
Humbug now has a PayPal account, so it should be possible for Humbug to
pay DigitalOcean directly rather than going through me.

I propose we pre pay humbug.org.au's hosting up to and including
October.  That is just after the AGM, and thereafter the newly elected
Exec can look after.

That is 7 months, or USD$35.  My guess is AUD$50 should cover it.  So
if this plan is acceptable to everyone the Treasurer will transfer
AUD$50 to PayPal, which the Sysadmin team will then use to pay Digital
Ocean.

Is everyone happy with that?
